Janitorial usually means recurring day-to-day cleaning (bins, floors, bathrooms), while commercial cleaning also covers periodic heavy work: carpet extraction, hard-floor machine scrubbing, high-level dusting, and post-construction cleans.

Contract cleaning has its own sectoral minimum wage, set above the national minimum wage and adjusted annually (with metro/non-metro tiers). A quote that could only work below those rates signals non-compliance — ask how many cleaner-hours your price buys.
