Ask for the plumber's licence or registration number where your country requires one, check recent reviews from Hong Kong Island customers on a platform that verifies jobs, and get two or three quotes for anything beyond a minor repair. A good local plumber will tell you their call-out fee and hourly rate over the phone without hedging.

Plumbers charge either an hourly rate plus a call-out fee, or a fixed price per job. Small repairs (dripping tap, running toilet) usually cost one to two hours of labour plus parts; bigger jobs like replacing a toilet or water heater are quoted fixed. Always ask whether the call-out fee is waived if you go ahead with the work.

Know where your main shut-off valve is, don't pour fats down the kitchen sink, use hair catchers in showers, and fix small drips early — a dripping tap is a washer today and a corroded valve seat next year. In Hong Kong Island, ask your plumber during any visit to point out ageing flexi-hoses and valves; braided hose failures are one of the most common causes of home flooding.

Reputable plumbers warrant their labour — commonly 3-12 months on repairs, longer on installations — separate from the manufacturer's warranty on parts. Get the warranty stated on the invoice. A plumber who won't put any guarantee in writing is telling you something.

The owner of the source of the leak is responsible, but proving the source is the hard part. Start with your management office, which can arrange inspection; unresolved cases go to the Buildings Department/FEHD Joint Office for inter-floor water seepage. Keep photos and correspondence — these disputes are slow.
