Laminate has a harder, more scratch-resistant wear surface and often looks more like real wood, but standard laminate swells if water sits on it. Prices overlap heavily, so choose by room use rather than price.

Installed click vinyl typically runs HK$20-HK$60 per square foot, and engineered wood HK$40-HK$120 depending on veneer and brand. Small flats push per-foot rates up because minimum job charges are spread over less area.

For flooring alone, no government permit — but your building's management office almost certainly requires a renovation application, deposit, and set working hours. Public housing (HA) flats have their own approval lists and rules, so check before signing a contractor.
