Rules vary, but retaining walls above roughly 0.6-1m, boundary walls above fence-height limits, and anything structural typically need approval and sometimes an engineer's design. A bricklayer in Victoria should know the local threshold — if they say approval never applies, get a second opinion.

Only if it is non-structural, and even then partition demolition/erection may need a registered minor works contractor. Structural walls need an Authorized Person's assessment and Buildings Department approval — never take a contractor's word alone that a wall is non-structural.
